Asus GT640 Graphics Card Fan Spinning at 4200 RPM Non-Stop !! How to FIX ??

Hey everyone
I have been running an Asus GT640 2GB DDR3 card (https://www.amazon.com/ASUS-GT640-Memory-Graphics-Cards/dp/B0088TKS20) for about 4 years now. Just used it to run 3 monitors (not for gaming) and all was well until last month.

I moved countries and brought this setup with me (from Australia to New Zealand, both countries run on 240V supply so no connection issue). System was running perfect before packing up but as soon as I powered it on here, the fan was immediately noticeably louder.

I tried modifying all settings etc, including a clean install to no avail. Since the system was a few years old, I just upgraded to latest hardware (motherboard, latest gen i7.. the lot) and plugged this in.. same problem.. so obviously the issue must be with the card right ? It had the issue on my older system and has it on my brand new system too.

Question is – what is the issue ? Is it just a matter of replacing the fan on the card or is it something internally on the card that’s messed up ? Trash it ? I’m hoping to try and save it if I can. The fan spins smoothly ie no grinding noise etc. It’s just loud and the GPU Tweak software is not able to change the setting even manually..

Any clues here ?? I only signed up here as this is supposed to the go-to forum of tech experts so hopefully someone can shed some light ?

I just updated the original post from Apr 15. Hopefully I am clearer in my explanation but I am surprised that no one has viewed/responded to my post.
