CPU temp problems,droping FPS in-game HELP!

It can help, it means I have constant problems with the CPU cooler, with temperatures in fact, sometime ago I wrote that my CPU temperature reaches 100c or 200F ... now temperatures are nowhere near the same as before, now it is between 55-65 +, I have not seen to reach 70, but such high temperatures we ruse FPS in games, for example when my temperature PC was 30-45 in the game Far Cry Primal constantly taller than 60, the average FPS in benchamrku was 65 or 3500 points, but now with these temperatures sostigne once 35FPS and benchmark points are 2700, I bought a new stock cooler and put new thermal paste and again the same, I do not have any more cooler in case ... means not know if that's normal temperature, I think it is not right dropa fps in games, I just put the cooler and the new paste, paste may be a little operate, but if in the course of two days there's a problem I do not know what I ... I hope someone can help, and that CPU cooler rotates at 2700- 3000 RPM and is noisy when I play games, do it raises the temperature

An i3-4160 should not overheat with the stock cooler; depending on your case and ambient temperature you may be able to get it that hot while running the latest version of Prime95 Small FFTs. Did you monitor the CPU with Intel XTU? Set it for 5 minutes or more; then check the results after running the game to see if it thermal throttled, etc. If it doesn't throttle, then don't remove the cooler.
Install Intel XTU and enable all hardware monitors. Then check how hot the cores are while stress testing the CPU and also check if it throttles. Are you sure you didn't apply too much thermal paste? The size of a cooked grain of rice is plenty to fill the voids between the CPU and the cooler.
