Are there any hard disk drives that have the spinning hard disk platter(s) toward the bottom of the drive, and the electronic controller board (PCB) located above the platters?

If not, why not?

Does the answer to this question depend mainly on...

- minimizing heat generation
- minimizing vibration or mechanical resonance
- ease of assembly, and thus cost of manufacturing
- minimizing the thickness/volume of the hdd

...or some other factor?

Solution
This may hinge on the standardized mount points.

Currently, the screws go in on the side of the PCB. Generally the 'bottom'.
All/most cases assume this orientation.

Flip the drive over and relocate the screw holes, and you start to impinge on the platter area.
