New Build Unresponsive - Troubleshoot help!

Some background:
Had an old build that out of nowhere was not responsive. The standby power light was on the motherboard (old EVGA model), but the CMOS numbers were no longer being shown inside the case. I took it apart, reconnected everything to no avail. I assumed the motherboard died on me since i could pass the paperclip test on my PSU. No problem, the rig was old and I was in need of an upgrade.

I just purchased:
Asus TUF Z270 Mark1 MOBO
Intel i-5 7600 CPU
Asus GeForce 1060 Strix GPU
G.Skill Tridentz RGB 16 GB DDR4-2400 RAM

The only older parts on this are:
Coolermaster Hyper T4 CPU cooler
NZXT Phantom 410 case (Mid)
Ultra LSP650 PSU

I have checked every connection:
CPU Fan is in place
24 + 8 pin power in place
RAM + GPU are fully inserted
CPU is seated correctly

When i turn the PSU on my MOBO lights up and has the PWR light on, but no fans run and I cannot boot the unit by pressing the case power button. Essentially everything is unresponsive.

Basically all new parts except for the PSU and Case. I'm wondering if that is the issue and wanted to hear some input. The PSU was a hand-me-down and is ~9 years old. Is it possible to have enough capacity/power to pass the paperclip test but not actually run anything except the PWR light on the MOBO?

Solution
It is absolutely possible for PSU to pass paper-clip and yet be unable to run a machine. Especially if your old rig failed with similar no-power symptoms, the PSU becomes 1st suspect. Case Power Switch either not connected properly or not working would be next suspect. And last one is mobo.

The MOBO is brand new so I doubt that. The case connections to the mobo are correct but I guess something could have happened with the actual button/contacts/wiring on the case. I feel like it has to be the PSU, so I'll buy a new one and try that
 
It is better to test one without buying first - borrow it from a friend for example.
Brand new mobo may be non-operational too - it may not be frequent but it does happen.
You can try starting without case to make sure it's not switch fault.

Turns out it was the power supply! Bought a new one and now everything is working just fine. Thanks so much for the info
