How to block external access to IP Camera?

Not sure how this is happening but wife was able to connect to a cheap-o IP Camera we bought using an Android app called Wansview while she was miles away. I have a static IP set on it(internal) and router firewall should be blocking it. No port forwarding is setup as well.

The camera does has some type of wifi that you need to be within a very close proximity to connect to it so I don't think that's it.

I can also confirm if I use my Android device and detach it from the network I can still connect and view it.

I have a Nighthawk R700 router and have also ran an external port scanner and discovered 1 port was open. It's some random port number that I've added to the blocked services list and it still is open.

I tried to block that port but it's still open. It looks like it's the start of the dynamic port range used for apps/uPnP which I've also disabled. Guess this router just isn't sophisticated enough.

Also, I unplugged the power to my router and was unable to use the smartphone app to connect to it so at least that narrows it down to it being an open hole in my network vs. another protocol or connection method.

I have a ticket open with NetGear to see how to get that port closed properly. Will report back once that's done.
