1080 Ti Random restarts and high stock speed

I have just installed the 1080ti STRIX OC by ASUS and it seems that the stock speed is way to high, Programs like afterburner and gpu tweak all show around 2000mhz although the card is still at stock speeds which should be arround 1600-1700mhz.
on the right it says 1962MHz max Clockspeed that was while i was running 3D mark
My Computer randomly restarts while playing games or running 3D mark.

CPU: Intel 4790K @ Stock speeds (XTU)
Mainboard : MSI Gaming5 Bios version 1.D0
RAM : DDR3 Corsair Vengeance XMP enabled ~1800MHz 2x4gb kit < twice one ist older than the other but they have the same manufacturer numbers
GPU: 1080TI asus strix oc should run at stock speeds but shows 2000mhz driver is 381.65
temps idle : ~50°c (the fans turn off) load: 70-75°c
PSU: Antec Truepower classic 550w 80plus gold its at least 2 years old (230v i think is standard in Germany)
HDD/SSD 1xsamsung 120 gb evo ssd with windows on it 1x 250gb samsun evo ssd with only games on it and 1x750 GB WD black hdd for everything else
OS: Windows 10
Monitor LG 34uc88-b 3440x1440 ~80HZ

It is on stock thats the way it came out of the box i dont know why every software says its running on 2000MHz :(

The gpu boost feature allows the card to boost higher than the advertised boost clock and is normal. If you haven't already I would use a program like DDU to wipe the drivers and reinstall. Also make sure you have the latest bios for your motherboard. After that I would monitor both CPU and GPU temperatures under load to make sure you problem isn't temperature related.

if your Gpu is stock setting dont downclock it. Gpu is not the problem in this case. 2000 mhz is normal. This shows that your GPU can run at that speed. Dont care what manufacturer's site says. It might be least clock speed that the card runs. Thisd is the case for all pascal Gpu. propably the issue is your PSU. You should use 600 - 650 watt psu at least. check this directory c:\windows\minidump folder. if you see minidump folder this measn you have gotton an error message, if you dont see this folder probably the issue is your PSU or tempreture of gpu or cpu. check your temp. check this link for PSU power http://www.guru3d.com/articles-pages/geforce-gtx-1080-ti-review,7.html

yes you are right. he can try downcloking the gpu to diagnose. but gpu is not the problem. 2000 is normal. psu might not be enough for 1080ti.
