Can't install Windows 8.1

I have opened CMD, and cleaned the drive. It says "we couldn't create a new partition or locate an existing one..." Help plz. Sorry if I'm a little scarce on details, just ask.

Edit: So, when formating. What partitions do I need to creat and what do I format it to?
 
Solution
Use the Media Creation Tool from Microsoft to save the ISO to a USB device of appropriate size (64 GB) & extract it there & click on the setup.exe file to install. :)
It works because I have done it myself with Windows 10.
