Can't install Windows 8.1

I have opened CMD, and cleaned the drive. It says "we couldn't create a new partition or locate an existing one..." Help plz. Sorry if I'm a little scarce on details, just ask.

Edit: So, when formating. What partitions do I need to creat and what do I format it to?

Boot from the dvd and delete all partitions in setup. Then install it.

I dont know why people use the cmd, when the dvd can do it for you

I can't make a DVD as of now, my computer won't boot lol. And I booted from a usbm

How did you put the install on a flash drive?? Did you use rufus?

So did you boot from the flash drive? And select the right partition before you added the ISO?

If the system has a UEFI BIOS, you select GPT. If it doesnt MBR

Use the Media Creation Tool from Microsoft to save the ISO to a USB device of appropriate size (64 GB) & extract it there & click on the setup.exe file to install.

It works because I have done it myself with Windows 10.
