AMD FX-6300 thermal problem playing games

Playing games is unbearable because I normally get 144+ fps (I try to get to that because of my 144Hz monitor) but now I legit can't play Overwatch without it dropping to like 30 fps and below. I checked HWMonitor and it says my CPU is locked at 60C but when I look at AMD Overdrive it says I have 10C more before I hit the thermal limit. My GPU works fine, everything works fine. I just replaced thermal compound on the CPU yesterday and this did not solve the problem. I have clean installed all drivers. Please help I just want to be able to play my games and have them run smoothly.

FX-6300 (not OC'd) on stock cooler
8 GB Vengeance RAM
XFX RX480 Black Edition 8 GB
CX600M
1TB HDD
500 GB Samsung Evo SSD
and I have 3 Case fans idk what rpm all in a Thermaltake Versa H22 window

and the thing is, this wasn't happening a couple days ago. I noticed it after I did some Tower Unite speedruns and the game kept crashing and then a bit later the computer would bluescreen. (I have had Tower Unite for a while so it doesn't have to do with installing a new game)

I got this computer from CyberPowerPC (prebuilt not customized) and since I have purchased it I've swapped out the GPU (R9 270 for RX480) the PSU (some no name 600W for the CX600M) the RAM (Adata RAM which actually isnt too bad for Corsair Vengeance) and have added the SSD

Well are you 100% sure that's the problem because I got like no money rn and I noticed something in Overdrive, the PCIe Speed says the target is 90 MHz but it seems to be capped at 60.50 MHz...ik that has nothing to do with what we are talking about tho

It has been running fine like this whole time (about 2 years) so idk why it would have a problem if I haven't done anything to it besides change RAM and GPU, but I noticed that it started happening once I was using AMD ReLive quite a bit like making videos and doing the Instant Replay stuff (what I was doing in Tower Unite, recording my runs)

Bro once I closed out of Chrome completely it was fine, and also once I closed any other CPU intensive programs. Once I got the CPU down to about 20% then when playing it stays around 130 fps...so what was really causing the problem because I normally play with Chrome and stuff open and it's fine
