Constant AUDIO stutters

Okay, so I'm no expert in this kind of stuff, but it has really been bothering me lately that i keep getting constant audio stutters. There's a 1/10 chance that my computer's audio will not stutter when i turn it on. It has usually worked when i turned on my computer and at first it didn't work but then i shut it down and turned it back on in 30 minutes and it worked. I don't know why all of this has been happening .

I've tried hard resetting my computer and reinstalling the drivers and it didn't work (only sometimes). I've been using windows 10 for a long time and i've never had this problem before, so I doubt downgrading the OS would help, but lately i've been getting these stutters so frequently that it's getting really annoying. Because of audio stutters i get video stutters too.

Can anyone help? Is my sound card faulty or something?

This is from local files (on your computer) or just internet?
Have you tried running MalwareBytes to make sure malware isn't causing some kind of bogging down?
Do you have much other processes running in the background eating up your RAM? .. 4 gig is pretty low to begin with

it's not just the internet, it's also the local files.. I'll try, thank you
