Memory Overclocking and timings

This is a very specific question. Okay:
Here it comes...
Ryzen 5 came and because Infinity Fabric and stuff, I want Ram as fast as possible. I never even considered overclocking my RAM. So, my motherboard supports 2400 MHz ram, and 3200 MHz when overclocked. So when I put in a stick that is approved to be working at 3000 MHz with CL 15, the MOBO will downclock/underclock the RAM to 2400 MHz, and I can then overclock it to 3000 MHz with the stick's default timings?
Is this correct (it probably isn't), or am I wrong? If I am, please correct me.

Solution
When a stick is tested on a certain speed should it be able to work at that speed. Only when trying to go above that do i consider it overclocking the ram.
The lower speed is what is called the "spd" speed which is what it should be able to work on anyway.

Whether the ram will work on that motherboard is still a question since the platform is really new and not all boards have optimized uefi's (bios) so this might prevent it from running the 3000mhz speed. It's something you in the end have to test.The motherboard should be able to handle the higher speed ram specs wise though.
