PC wont boot and white line in corner of screen

I have installed the MSI X99S gaming 9 Ack motherboard. The pc wont post. The debug code displayed is 99 and the screen displays a single white line (like an underscore) towards the top left of the screen (it does not flash).So far I have unplugged everything and plugged it in again including the Pentium. I have tried two graphics cards and get the same result with both of them.I have tried two screens with different leads and get the same result.I have also tried unplugging each hraddrive to force the computer to boot from the one with the OS installed. Below is the system specs

System specs
Motherboard; 99 MSI X99S Gaming 9 Ack
RAM; DDR4 corsair 8gb (currently two chips plugged in but eight slots in total)
GFX card; geforce gtx titan x 12gd5
processor;intel core i7-5960X extreme edition 8 cores/16 threads, 20M Cache, up tp 3.5GHz
power supply;750W FSP quiet Power supply
OS; Windows 10
HDDs; 1tb samsung 2.5" 850 evo 3DV-NAND SSD
2tb Seagate Brracuda SATA
 
Solution
If disconnecting all devices still gives you 99 error code, then most likely there's something wrong with motherboard.
If by Jpower you mean those two cables near CPU (one 8-pin and one 4-pin) - those are powering the CPU, so without them PC will not start.

I disconnected all the devices at once but the same thing occurred, so it cant be any of the devices. When I disconnect Jpower 1-2 I get no debug code (just 00) but despite the motherboard and the graphics cad lighting up and the harddrives being connected nothing appears on my screen (not even the white line). What does this mean?
