Is this amount of coil whine usual?

Your current PSU is more then good enough, the issue might be either driver or just a faulty card. Try the newest drivers (if you haven't already) and if the problem continues then I would return the card and exchange it for another one.

I got my GTX 1080Ti and this problem started happening. But not sure if it is related or coincidentally timed with a hardware change as I am not receiving any graphical errors, just random crashes happening, some games crashing when loading up. I even upgraded my PSU from a CX 600W-M to a EVGA G2 650W thinking my power supply wasn't adequate.
