Is the AMD A12 9700P decent for medium gaming at low settings.
(Medium as in prototype or the early assassins creed games)

That thing is underrated.
The A12 9700p is AMD's latest high end laptop APU, designed specifically for graphical power and for gaming.
Its integrated GPU is second to none but the FX 9800p. It has the graphical grunt of a desktop R7 360/GTX 750.

Compared to i5 6200u/i7 7500u Intel HD graphics this thing crushes them both in GPU power (not for CPU power)

Games use GPU power much more, and the A12 has sufficient CPU power for gaming usage, so yes it will run games well.

1280x720 60FPS -Low-Medium

If its a dual graphics laptop that makes it even more powerful.

I don't think you are comparing the right iGPU. The website says that the r7 iGPU came from a AMD A10-7850K, and comparing desktops to laptops is comparing apples to tanks.
