i5 4690 CS:GO Issue?

Good day,

I'm facing instability in frame rate while playing counter strike global offensive. As I started the game, framerate keeps jumping from the default 300 to 100 depending on how much action is on the screen, the fluctuations in framerate may also be responsible for the lag in crosshair(mouse) movements which are terrible disadvantage.

Adjusting resolution 1920x1080 -> 1280x1024 does not increase performance. Switching from ultra -> low settings does not increase performance. I can not figure out what is holding my system from achieving fluid gameplay? Note that I do not wish to play on 300 fps all the time, I just use it as a way to measure, since it is the default framerate as you start the game. I would be totally happy playing at lets say 120 fps, but there are drops to 115 or less which trigger mouse lag.

Mouse polling rate 1000hz -> 500hz does not fix mouse lag, I use 400dpi with 2.0 sensitivity in game.

Windows balanced -> max performance, nvidia optimal -> max performance does not affect performance.

BIOS - p2.10 with all settings default

The game misbehaves on clean installed windows 10 creators update (formatted sdd, hdd). I installed drivers from here http://www.asrock.com/mb/Intel/H97M%20Pro4/?cat=Download&os=Win1064 but they are from 2015, should I instead use drivers from intel website for example https://downloadcenter.intel.com/download/20775/Intel-Chipset-Device-Software-INF-Update-Utility-?product=82010 but again, I doubt if that will change anything.

Game DVR disabled from registry, fullscreen optimization disabled from compability settings.

Umm, I wrote that 120 would be perfect, but it drops lower than that which triggers mouse lag

try to install all the latest drivers from MANUFACTURESRS (im not english i dont know how to write) site!!
no but for real drivers can be a huge problem when it comes to gaming.
and trying to cap your fps 120fps shouldnt be bad. fps_max 120 or something like that
btw what is your cpu cooler because if you're running on stock and you havent cleaned any of your fans in the pc or cpu coller in general, your sistem may be overheating which is causing it to throtle

I have cpu cooler listed it is hyper evo 212 and it seems to keep temperatures as low as 48 on both video card and processor. That is a good video, but his framerate is always above 130 even on 16v16 server where I get as low as ~100 and he records at the same time, I might be wrong but my performance seems to be worse
