I5 6600k high usage and worse performance

Hi everyone, I've build my first pc in august 2016 and everything was working well until like one month ago. I get high cpu usage (up to 100%) when i start my computer and it makes my mouse 'laggy' for a couple of seconds, it's like a bit behind on my mouse movement on my mousepad. I also noticed a decrease in perfomance when i'm playing games, less fps and some cpu spikes causing my game to lagg from time to time.

All this didn't happen before and i could easily play games with other programmes open without any fps loss. I ran scans with Kaspersky and Malwarebytes to see if a virus or malware were causing the problem but nothing showed up.
I had it overclocked at 4.1 Ghz since i had it. Putting it back on the normal 3.5Ghz also didnt change a thing. I did some benchmarkes and the CPU is also not overheating and it's using the full 3.5Ghz with no throttling (i checked on Intel XTU).

My specs are:
MSI Krait Gaming X
MSI GTX 970
I5 6600K @ 3.5
Corsair Vengeance 2x8GB @ 2133

This seems more like something going on for the software ends of things. From your image, it seems google chrome is taking up more than 50% of your cpu usage. Google chrome isn't as light as it was in the olden days, though it still is a fairly fast browser. However, I feel that 50% is quite high even if you opened 10+ tabs of youtube videos. Sometimes the ads on websites can take up more resources. Having multiple tabs open, each with a ton of ads flashing about, may end up using a lot of cpu usage. Do you always game with chrome still open with every tab?

When i took the screenshot i just opened chrome with 2 standard tabs opening, this beeing facebook and my gmail. I have like 5 tabs open at max and i also have addblock running so the add should not be a problem. I leave chrome open when gaming, this didn't cause a problem when i first built my pc.

When i open task manager now i see the CPU usage dropping from a high percentage to a lower one. From about 70-80 to 20-30 CPU usage

I just did a BIOS update too and this seemed to like fix the idle high CPU usage a little bit. It still went to 100% at start up and caused my pc to lagg again for some seconds.

I just find the random stuttering when a lot is running and the startup lagg weird, i didn't have this problem before

If it goes up to 100% on startup, it might be worth checking what you have set to run on startup and disable the ones you don't need. Also, windows 10 store may try to update and download all sorts of apps by default; it might help if you go to the settings and set it to not automatically download/update. If these two points does not solve it, we might have to look a little deeper.

I already checked and disabled all unnecessary startup programs, automatic updates are also off. I don't really understand what's causing the usage because it happened all of the sudden without me installing some specific software. Thank you for replying by the way :)
