No post MSI fx990 AMD FX 9370

I have a MSI 990fxa and an amd fx 9370 as well as a EVGA GeForce GTX 960, I can get it to post, no display no beeps. I've noticed that the fans on the graphics card kind of jiggle a
but won't stay on, I've tried changing the position and amounts of ram, not sure what else to do, it turns on and off fine all the fans work (except the gpu)

Full build:
MSI 990 fxa gaming
AMD FX 9370
EVGA gtx 960
Pny anarchy ram (2 8gb)
Corsair h60 liquid cooling
Thermaltake TR2 600W Power Supply

Remove the gpu out of the case, make sure the motherboard isn't on too tight.
Also the graphics metal slot make sure its not too tall for the case.
I've had past problems like that before and usually I needed to replace the metal face plate or mod it so it will fit.
Make sure it is screwed on the case "snuggly", but for now power on the computer without the graphics card.
Plug in your pc...

Plug in your pc, power it on, tap the numberlock key once, upon booting if it flickers two or three times and stays on.
You will know the motherboard is working and can safely rule that one out as doa.
