Really weird problem with my internet

Hello, my internet has been really unstable since thursday. As you can see in the video (https://youtu.be/RDbvCbby4-o the lagg starts at 0:35) there are those laggspikes which seem to come and go randomly (I can't recreate them in any way).
First I thought there has to be some package loss, so I pinged my router and the gameserver while I was playing on it, but there was no package loss at all and the ping was really stable.
The weird thing is, I only notice this weird lagg while playing games, when I watch streams or watching tv (I have IPTV), I never notice any kind of lagg.
I don't think it is something with my PC because there are exactly the same problems when playing on the Playstation 4. I've tried to restart my router (AVM Fritzbox 3370) and have updated the firmware but it did not help. I really hope someone here can help me with that and sorry for my bad english.

Dont think it has to do something with it but here is my hardware nevertheless:

Motherboard - MSI Z87 G41 PC mate
CPU - Intel i5 4670k
GPU - GTX 970
Systemdrive - Samsung SSD 850 Pro 128 GB
OS: Windows 10 Pro 64 Bit

Your English is perfect.

It looks like packet loss to me. You may only be noticing it during games because that's when your using a continuous stream of data as opposed to browsing the web or checking email. How often does this happen? I would search for a program that can track your speed over an extended period of time and see if it's happening randomly from the source. If it is packet loss, it probably has something to do with your provider or an interfering component on the network. Your ISP may be able to tell you if they see a packet delivery loss on their end.

It happens pretty much constantly, I've never had more than 5 minutes of gameplay without it. I thought the same about the packet loss but why would the windows prompt not say it then when I ping the gameserver while playing on it and experiencing the lagg at the same time. I gonna call my ISP tomorrow but they're not really known competent employees.. :/

The ISP said, that everything seems to be fine with the connection.. they offered me to get a specialist for 90 € so he can try to fix it here at my home. lmao. nowadays you have to pay to get the service you're paying for fixed. ridiculous...

Edit 22/04:
So the technicians from my ISP were here today and said that there was no problem with our router and installed a pingpath programm to see if there is any packet loss while experiencing the laggs. But the protocols seemed to be clear and they couldn't figure out what was causing the problem.. 79€ for nothing....... im slowly loosing my hope here.
