CPU Multiplier Constantly Changing

I'm having issues where my CPU keeps changing multipliers constantly. The Multiplier constantly changes from x7.0 to x19.0 every 10 seconds or so when idle. When playing games my CPU usually goes up to 40C-50C depending on which game I'm playing. I've tried to disable Cool N Quiet in my bios but it didn't seem to take any effect. I also tried updating the bios but that didn't seem to do anything. I'm running bios version 2101.

This is what it is always changing between constantly in games and idle.

Computer Part List
CPU: AMD FX 6300
Cooler: It's a stock cooler from another PC, it has a 120mm fan
Motherboard: ASUS M5A78L-M PLUS/USB3 Micro ATX AM3+ Motherboard
RAM: Corsair Vengeance 8GB (2 x 4GB) DDR3-1600 Memory
GPU: EVGA GeForce GTX 760 4GB Dual FTW ACX Video Card
All this is powered by a 750 watt corsair PSU

Yeah, I have Intel E3400 @ 2.6 GHz over clocked to 3.4 GHz and it used to do that, just switch power settings to high performance in settings and it should reduce the amount of multiplication "movement" during CPU is idle and under load.

During idle, that change is normal. I have a i7 5820k overclocked to 4.3GHz using a 43 multiplier, and, at idle, I frequently see it go down to 12 for just a moment. But if you're seeing frequent multiplier changes under load, one thing I did to minimize this was make sure you're power settings (yes, even on a desktop) are at high performance, and not battery saver.
