GTX 1060 issues and problems

Hello, I`ve just built a new pc and started experiencing problems with GPU.

My hardware is:
MSI GeForce GTX 1060 GAMING X 6GB
Intel Core i5-7500 3.4 ghz
MSI B150 Gaming M3 mobo
EVGA 550 G2 Gold psu
HyperX Fury (8x2) ram

The hard drives came from an old pc

First problem is that one of my fans on a gpu is not spinning at all. I checked twice if there is problem with cable/wires that can block the fan, but no, there is not.

The second one are the drivers. They are not just working properly. In DOOM I get strange flickering black textures, but they appear only for seconds. Rainbow Six Siege cut FPS if I have anti-aliasing turned on (mb it`s just poor optimization of a game). Even older games like Serious Sam 3 freeze sometimes.

Is it problem with my GPU and it`s faulty? I need to RMA it?
Or it can be fixed with BIOS update (actually I have the latest on for my gpu) or just the NVIDIA drivers are broken (381.65) ?

Solution
One of my 970's fans stops when its not needed, have you tried checking once your in a game? I would reseat the card and PSU cables, remove everything related to NVIDIA in DDU (Display Drivers Uninstaller) and install the newest drivers for your card. Then try running 3dmarkDemo from steam, use firestrike, see what type of results you get.

Remember to triple check you are installing the right drivers, win 10 / 7, 32 / 64bit etc.
