GTX 1050 Ti Performance Loss. HELP!

About 2 months ago I bought the GTX 1050 Ti 4GB by Zotac and was happpily getting 300-400fps at max settings whilst streaming in League of Legends.
But for the last 2 weeks (no hardware/software changes) I am barely getting 100fps (sometimes even under 60fps) on medium settings.
Currently my old Radeon HD6670 has more power :/
Can someone help me?

Specs:
Asrock B75 Pro3
i5-3570K @3.40Hz
20Gb DDR3 Ram
GTX 1050 Ti 4GB GDDR5 by Zotac

PS: GPU temperature averages at 30C

using HWMonitor:
CPU: All 4 cores at about 40C
GPU: still 30-40C

40c is too low for a non liquid cooled cpu

monitor cpu speed, is it ramping up or staying at idle?

I recorded the HWMonitor window and cpu is maxing at 51C after 25 minutes of playing
GPU is maxing at 47C

look at the core clock under the "maximum" header in hwmonitor, what speeds are you hitting?

go down the list to cpu thermal throttling, are any of the cores throttling? (yes) (no) ?
