Recently replaced keyboard or mouse won't work at startup for XP Pro SP3

Why is it that every time I replace a USB keyboard or mouse on an XP machine, I have to unplug and replug it at startup every day for a week or two to get it to work, and then it works fine after that?

I boot up as usual.
XP comes up to the logon screen.
I can't put in my password because the recently replaced USB keyboard does not function. No response to any keys and no lights (Num Lock led should be on at this point).
I unplug the keyboard and plug it back in; the Num Lock led lights up when I plug it in and the keyboard functions properly now.
I have to go through this routine every day for a week or two and then the problem goes away.
I have two machines that do this for keyboard and mouse.
Running XP Pro SP3.

did you update drivers to latest ?
i ask about bios because motherboard can have errors of that
often its OS and voltage
update drivers install updates
errors can be made by : bios,motherboard usb ports and software
so no power source...

may i ask what is your usb setup in bios (usb 11 or 2.0)
did your OS have latest integrated usb drivers (mass storage hub or something like that)
did you update your chipset drivers to latest its maybe work or not chipset drivers are just option
did your power source have correct volatage (yes can be crazy becaouse of that )
i have "lags" or "frozen" when volatage is too low and jumping from higher to lovest
did mouse is not broken and keybord (wires in chinese parts wires are so thin so can break only way to fix it its solder them)
but im think solution will be drivers and voltage because its unpluging
if wires inside are broken apart you will need open both mouse and keybord and solder them again
im dont think that are bios setings but you can try as usb 1.1 setup or 2.0

Device manager shows 8 usb host controllers. 6 are Universal and 2 are Enhanced. I guess that means that my 2 ports in the front are USB 2.0 and the 6 in the back are 1.1. I am using one of the back ports for the keyboard. The voltage is 5.08VDC. Also, it's been about two weeks since I replaced this keyboard, and this morning it worked just fine with no unplugging for the first time. Maybe next time I should just restart the computer 10 time in a row whenever I replace a keyboard or mouse.

we can throw motherboard if bios settings do nothing (usb 1.1 and 2.0 have only change in speed)

What I had to do in those cases was:

1) Remove wireless USB mouse/keyboard combo and just go to plug-in type; (I don't know if yours is wireless or not);

2) drop back to PS2 style keyboard & mouse.

3) and as I mentioned above, turn on USB legacy support in the BIOS...which you don't seem to have.

test bios settings (usb)
reinstal drivers
change powersettings to maximium
of course you need ps2 mouse to setup everything
then turnoff windows and run it again
if its bug updates help
if not your drivers are not working well
but if you have bootable usb or cd at least both
be prepared for errors
XP have many bluescreens mostly because drivers
best way will be update chipset drivers for your motherboard
that can be improve usb support
but you need know your chipset and motherboard
the same with bios but chipset are optional
and with bios the same bad bios(other version) can make your pc in bad condition
:crazy: i destroy mine phonenix award bios 2.2 was good but i try other and my pc will never turn on again
most safe will be updates and drivers
