Forza Horizon 3 CPU Bottleneck???

My PC Specs are as follows,
CPU - i5 4590 @ 3.30GHz,
RAM - 8 GB RAM
GPU - ZOTAC GTX 1080 mini.

Video Settings in Forza Horizon 3 are as follows,
Anisotropic Filtering
Shadow Quality
Motion Blur Quality
Environment Texture Quality
Static Geometry Quality
Dynamic Geometry Quality
MSAA
FXAA
Reflection Quality
Windshield Reflection Quality
Mirror Quality
World Car Level of Detail
Deformable Snow Quality

With my current PC specs I am unable to get a steady 60FPS @ 1080p.I would like to know which of the above attributes are CPU Intensive because I suspect CPU bottlenecking is the reason I am unable to get a steady 60FPS.I just want to run Forza Horizon 3 with a steady framerate of 60FPS at 1080p.

This is odd. MSI Afterburner isn't able to show the stats for Forza Horizon 3.Just checked it for other games and it is displaying the stats.Anyways so what I did was,I ran task manager and I played Forza Horizon 3 in windowed mode so that I could at least see CPU usage.Upon monitoring I saw the the CPU usage is around 70%-85%,With the lowest being 60% and highest being 100%.Although most of the time its in the 80s.

UPDATE - Instead of fiddling with the settings manually,I turned ON Dynamic Optimization and I set the Dynamic render quality to ULTRA,I am now getting a much better performance.Getting around 55-60fps.

UPDATE 2 - In Certain areas the framerate drops harder than the bombs over hiroshima & nagasaki.From 60FPS it drops to 10-15fps and strangely if I pause the game for 2 seconds and resume it,the framerate magically goes back to 60fps.Can someone please explain WTF is going on here.

Is it fixed if you alt+enter out of the game, open google chrome, close it, and then tab back in?

The only temp fix i've found is that when the framerate drops,the game should be paused and then resumed immediately.

UPDATE - What sorcery is this,I started the game in windowed mode and then opened chrome and then while chrome is running played the game in full screen and so far I haven't experienced stuttering.

So any news on this ?
I have a 1080 Ti / i5 6600k and have 95-100% cpu alot of the time @ 4k ultra MSAA x4 , v-synced and crashes after about 20mins
