CPU reaching high temps, Cryorig H7 heat sink not helping?

For a while now I've been monitoring the temps that my CPU will be hitting via the bios or a CPU thermometer program, and I'll notice that it will hit temperatures of 80 degrees C and approaching 90. I've messed around with the fans in the bios, particularly with the speed of my heat sink, and I notice that it doesn't seem to contribute to any temperature drops - the temp will just continue to rise at a slow rate as if unaffected by the heat sink at all.
I tried giving my computer more space for air flow, but that didn't seem to change anything. I also feared that I might have positioned the heat sink incorrectly, but I feel that that can't be quite it because I assume the end with the fan blades is supposed to face toward the front of the case and opposite the back end. Maybe it has something to do with how I applied the thermal paste? I put about a pea-sized drop of it on the CPU before attaching the heat sink, but didn't spread it or anything.

i7 7700k

Well what is your case?
You could try to remove cooler and check how thermal paste did spread, clear it and reapply. Use some YT H7 installation video tutorials if u beginner.
Did you use any software to stress test or do u get 80-90 just during normal use load?
Also try to restore bios to default before doing anything. Use HWmonitor to monitor cpu temperature, download prime95 http://www.mersenneforum.org/showthread.php?t=15504 and check what load temperature u get.

Forgot to mention that I'll get these temperatures by doing various installs, or during a bit of gaming (WoW, primarily). I'll also note that i'm not overclocking or anything, I haven't changed how the cpu runs at all. I haven't really done any stress testing for fear that something might go wrong on account of the heat sink's lack of influence on the temperature. I'll try my hand at resetting the bios to default, but could the bios really account for heat sink issues? I mean, I know the cryorig is running because I can see it spinning in there, it's just that it won't change the temp.

Alright, I figured out the issue. It was that the heat sink was not seated correctly, so the lack of contact between it and the CPU was the reason for the high temperatures. I had to go in and firmly secure the screws in the back while another person carefully held the motherboard upright so that I could see if the screws fit into the heatsink correctly; trying to get the heat sink's screws to fit in while the mobo was lying down was too unreliable. Having someone hold it so you can check the other side while screwing was very helpful.
