Swapping Motherboard and fresh install windows

Oke so I did some research about swapping your motherboard and cpu allot of people told me to do a clean install of windows 10 after. But is ''factory reset'' fresh enough? or shoot I install windows 10 with a usb?

Also is ''formating'' your HDD a thing? if so how do I do that? I hope it does not sounds stupid :/

Solution
factory reset still puts drivers for the old motherboard back on it. You need a clean install of the OS - from USB.

Formatting can be done during the install. Boot to the USB, and format the drive with the advanced setting when it asks where to install to.
