When you upgrade motherboards you will also need to install windows with a new license. Since you are replacing so many parts on your current PC, I, personally would just do a completely new build and keep the 2nd computer running as is. 4k is a mean spirited, hungry beast - most of that load will get pushed off on your GPU but the 8350 is still going to get man-handled. You could try to upgrade to a 9590 (fairly inexpensive options compared to main components replacement - I have a friend using that to run Oculus and it handles it incredibly well) and a GPU upgrade (good news - AMD just released the 580 which is a good budget option for 4k).

Also, Follow up.

I suppose ill just upgrade to the new Ryzen CPUS. Im thinking 1700 with some new ddr4 tam and a new mobo.

Keep my 390 for a couple months till i can pop for the 1080.

so just doing an upgrade - which ive never done before....Is it as simple as just taking my build apart, installing new mobo, cpu and ram and hooking everything back up? my corsair cooler will fit new cpu as well.

If you have your OS installed on one of your hard drives you can use your SSD as the operating system drive, and reformat one of your drives for everything else. Maybe bring over your cooling to the new cpu if compatible and add the stock cooler back onto the 8350.

It's going to cost you a bit more, but since you are thinking about getting a 1080, it may be worth to do a new build.

You may not need a new windows licence. Prior to Windows 10 only retail copies could be moved to new motherboards. However Windows 10 allows both retail & OEM (excluding licences from places like Dell, HP, etc) to be moved as long as the licence has be linked to your Microsoft account.

Buy a GTX 1080ti and see how it runs your going to need that anyhow. Overclock your CPU to the 4.8 area at the least (make sure your CPU cooler is adequate)
Then if you need to AM4 board, processor and memory, or Intel processor, board, memory.
You might be able to find a used 4790K and board and reuse your current memory.
The RX 580 is a weaker card than a GTX 1070 and will not game on 4K and be very nice.
The above suggestion of the FX 9590 is a very very bad suggestion it's just a overclocked 8350 with a massive power draw.
If that is the older CX 750 PSU with the green label I would also replace that.
