CPU Usage Spikes to 10-30% While Browsing. Normal?

I have an I7 4790k with a Cryorg H7 cooler. I picked up the H7 because I read it was quieter than the Cooler Master Hyper t12. And I needed a shorter heat sink to fit in my case, which is a Corsair Spec 02

When I browse the internet, I noticed an audible humming sound happen when I load a new page, and then it goes silent again once I stop doing things. I opened up Task Manager. It shows CPU usage increase to around 10 to 30% usage. The noise is what bothers me. I am not sure if this is normal sound that my hardware makes, or if the CPU usage is normal, as I am relatively new to building and maintaining a PC. I would really appreciate input and advice. Thanks.

its normal, you should adjust your fan settings, in BIOS there is basic or some motherboards have advanced settings. Look for options like how much time does it take for cpu to speed up or speed down, this will prevent annoying sounds.

Yeah, this happens with my GPU when fans are 35 to 40%. Not the typical fan noise, but a low but audible hum. To fix it I just manuallly change the fan speed or curve to below or higher than 35 - 40. It's a bit harder to change CPU cooler speeds but it should be best done through the BIOS as Maken suggested.
