Hello, I've had this issue with my new PC, I almost just bought. It all starts with me, turning on my PC. I get to my desktop, and already there i can move my mouse, and see small lags lasting about half a second, so it's a very small lag, but it occurs constantly, every 2 - 5'th second. It affects me a lot, since I'm playing videogames now and then, such as CS:GO So i need it to not lag (also because it's a new PC.)

Intel Core i3-7100, CPU 3,90GHZ
8GB DDR4 RAM
64-bit operative system
windows 10 Pro
NVIDIA Geforce 1050 TI
Toshiba 1TB HDWD110 Hard drive
Samsung SSD 850 EVO SSD 250GB
[Windows is installed on the SSD, and the SSD has 185GB free space]
