In one respect you can check the overall latency with the following formula:

CAS x 1000 / Speed (lower is better)

10 x 1000 / 2400 = 4.17 ns

14 x 1000 / 3200 = 4.38 ns

But that's not the "be all and end all" of RAM performance. You'd have to do application specific testing to see how any one app performs.
