When should I buy RAM

I am currently planning for a PC I am building around Independence Day as there are usually lots of sales. However, knowing that RAM prices have been skyrocketing ever since mid-2016, should I buy RAM right now or wait for "sales" during July and risk having RAM prices increase.

RAM is likely to continue to increase for the foreseeable future due to lack of supply and continually increasing demand. So yeah it will probably be more expensive in July despite whatever sales are on at the time.

However buying anything and being unable to use it to make sure it works for months and losing your easy return window isn't exactly a good idea either.

That is true. I'm targeting a saving of $150, I've already saved $100 on my motherboard. If I can find any good deal and reach my goal, I will probably buy everything altogether. Easier on me too so I won't have to wait as long :)
