am2 socket motherboard. should i upgrade my processor, or downgrade?

To clarify: I have two young siblings(one is 17 other is 20)that are real hardcore desktop users, and on common ground they can't stand having to take turn one per each day on an computer. so I've decided to make both of them happy by ordering one brand new desktop.

so here's the deal: their old desktop can still kick; what I'm planning is to sqeeze the last of what it has to offer since it offered much that one might call it mediocre over the course of 11 years. By doing so i want to start from upgrading its museum grade CPU which still uses AM2 socket motherboard (cpu is anthlon II 64 7750 on gigabyte brand motherboard. idk what model though)
By doing little research into it though, I've found out that somehow AMD tried to push new back in the day phenom line CPUs onto am2 socket by literally downclocking the phenom by half and rebranding it as an anthlon, which in result outputted not so great performer.

The plan is to make the best of what it should offer untill my older sibling collects the money to buy his own new desktop later, and when he gets his own desktop aswell, i plan on taking their old desktop for time capsule(collector here)

So my question is this. what is the best cpu that i could possibly get for an AM2 socket (gaming one can work perfectly if it has) and if there isnt; could anyone probably know and shed a little info about if gigabyte did BIOS update to push support for AM2+ on their motherboards. and if not, should i downgrade?

reminder: i only have a little trouble with the cpu since i dont exactly know what was best back in its day from AMD. other than that, everything on that old Desktop is severely modern updated, from its gpu which nvidias what they like to call gt640 1+1 multimedia plus gaming low performer package(which i plan downgrade to something that performed better in its day, to keep with the capsule theme) 3 sticks of ram 2+1+1 from different brands(which i replaced according to single brand to avoid potential instability. 620w psu which i bought brand new as a head start.

AM2+ socket is much more than just a simple bios revision on AM2; an AM2+ cpu can not be used on a AM2 motherboard (even if it is a physical fit). However, an AM2 cpu can be used on a AM2 or AM2+ motherboard.

It isn't exactly recommended to mix and match ram like that. You would want the sticks of ram to match in brand, size, speed, timings, and latency. Mixed matched ram might not always work together and could cause system instability and other issues. For an a system built for casual use, 4GB is plenty; I wouldn't suggest putting much effect into looking for 8GB of ram for such an old system. I would focus more on getting a better cpu and gpu first.

For the cpu, your options will be the AM2 models of Phenom X3s or Phenom X4. Here are some links to a site that lists all those cpus and specs:

These cpus are still extremely weak. You can try looking for an second hand 2nd gen i3 pc. Theses usually go for ~100$ CAD if you look around. Or you could simply buy something new. This would be the a fairly good cheap budget cpu+mb+ram with decent integrated gpu:

For gpus, you could usually find something second-hand at around the level of a HD 6850 for only 30-40$.

i know that there are better options for half the price and modern from second hand usage.

but since my paycheck is three weeks away, and hype has aleady been established, so im left with what it has to offer haha.
don't forget i didnt mention that im in need for a computer, i need it as a time capsule for my collection once i get my hands on and downgrade it back to its original professional usage back in its hayday.
I'm also fully aware that if applying different brands of ram onto could potentially lead to unstable or possibly worser outcome due to different clocks, and i did replace it with the same ddr2 one brand after i found that out once opening its case. like i said i ONLY need help with its cpu since i cant find much info about but scraps here and there due its obsolete status. alas, thanks for the info on that matter!

also im well aware that am2 and am2+ is a full different socket, but since im not certain about the model of that motherboard and assuming by cpu that its a am2 socket board; i do know that if its a am2+ then it could absolutely be compatible with am2, but not vise versa. Once I'd find that out it's when i could fully get my hands on it, and not just a glipse in means of hype to upgrade from the side by others
