I need help
I have an i7-7700k, and a gtx 1070.
When i play games, my cpu usage is normally at 30 - 45%, and my gpu usage is normally less than 10%. I feel this is resulting in performance issues.. Is there a way to change these values? or possibly fix this issue?

Uhm, woah. You should ALWAYS make sure your cpu heatsink is securely mounted. A poorly mounted heatsink will not provide sufficient contact between the heatsink and the cpu. In fact, the thermal waste may actually be riddled with air bubbles, which will make heat transfer much less efficient. Do make sure you clean off your thermal compound and reapply the thermal paste before securely mounting your heatsink.

Fortunately, your temperatures don't appear to be posing a problem at the moment. A reading of 80 degrees is still within the "safe" zone; your cpu will not thermal throttle till the high 90's. You can also check out this guide on Intel cpu temps and voltages...

Do you think it could be because of my cooler? it is just sitting on my cpu, and isnt being secured on it *so no pressure at all* plus its a cheap and flimsy cooler.
i get around 70 - 80 degrees celcius while running any game. *i only play non-graphic intensive games*
i was told that the kaby lake is supposed to be at around 65 degrees celcius for graphic intensive games. so something is off.

Also, is there a particular reason why you choose to not securely mount the heatsink? Does it not fit or something? If not, you might need a new heatsink.
