Wasn't "piggy backing" was showing that he wasn't alone and was implying that it not being a steam copy isn't an issue since my steam copy of The New Order and The Old Blood are doing the same thing his copies are doing. I fixed it in the time it took you to reply your useless comment
Only way to fix it on AMD cards is to revert to 15.11.1 or 16.8.1, then go to C:\users\%YOURID%\AppData\Local and create a folder called MachineGames.
Open the MachineGames folder up and create a folder called Wolfenstein The New Order
This will allow the game to store textures on disk rather than having to load and will help a bunch with frame rates and hiccups.
