Any game settings to put less load on cpu?

When gaming, say i do not have the recommended cpu and ram but above the minimum.
Then, will lowering the graphic settings help the stutters and performance? Yes, ram and cpu.

Also, for removing thermal paste,can i use a glass cleanser? It is isopropyl alcohol but it also has fragrance added and some stuff,

Lowering graphic settings actually puts more strain on CPU. If you have good GPU, try increasing settings to the fine point where FPS is still acceptable but stuttering disappears.
As for alcohol based glass cleaner it *might* work, but I would rather use clean alcohol - at least when cleaning CPU, heatsink I guess would not care alcohol or glass cleaner.
