It's a 12 dollar card with very limited performance, but a low-res game like San Andreas should run with 'relative' ease on such a card. What kind of temps do you get? It looks like this card is (usually) passively cooled.

Your system is pretty outdated. DDR2? Just about any modern game will potato-ize that system, but San Andreas will be some sort of playable. Update the drivers, or jump back a few to see if that will resolve any issue.

In a DDR2 system, you're using a 256MB DDR card. Bottom line: It's old. I'm surprised it even has any driver support anymore. The validity of the card's usefulness has worn thin, and its obsoleteness is shining bright. Even with a game like GTA:SA, you're going to get some lag. My suggestion, is it's time for an upgrade of some sort.

2007 processor. It should still be useful enough, with such a low-poly game. The only thing I can think of is either you've got driver issues, the system is obsolete (which it is, but that's not the point) or your GPU/CPU is throttling. Your GPU is passively cooled, which isn't very common anymore because of obvious reasons. Your CPU, however, probably has a fan, if at the very lease some sort of aluminum heat-sink with a 90mm/120mm fan slapped in front/on top. Does it get intensively loud when gaming?

So the GPU -does- have a fan. I've yet to see one that wasn't passively cooled.
