Need help with my poor performance crossfire R9 290x build

Hi and thanks for anyone who can help me with this! :)

I have a PC built like 2 years ago and I am still having problems with my crossfire R9 290x cards.

My setup is the folowing:

CPU: 3770k
GPU's: 2 x R9 290x (one reference Sapphire 4gb and one XFX 4gb black OC edition)
Ram: 16 gig Gskill Ripjaws
MB: Asus Maximus V Formula
PSU: Corsair HX1050

My CPU and 2 GPU's are all watercooled in one loop that is keeping it all very cool :)

Since I installed the second GPU last year, I was not impressed with the performance of the crossfire configuration.
I'm getting better FPS with only a single card in most games.

I've been reading a lot so I know to enable fullscreen in crossfire and I know the games that do support it and those that don't.

For instance Rise of the Tomb Raider is a game that fully supports crossfire and although I'm getting 60+ FPS (instead of 30FPS with single card), the frames drop constantly and leave the game unplayable in crossfire.

Can someone please tell me what is going on since I've got no more to go on and right now I'm thinking of throwing the second card through the window :)

FIY the cards are installed in PCIe (3.0) x16 slots so they run bot in PCIe x8
I have a 1440p monitor hooked up via displayport and I am running the latest April Crimson drivers 17.4.3

The reference card is out of the box clocked at 1000MHz but it's overclocked to match the OC's 1050MHz.
I've also already tried stock clocks on the reference card and that doesn't help.

Tried running games in dx11 and dx12. dx12 seems to run a little bit better than dx11 but still unplayable in most games (like I just tested Mass Effect Andromeda, perfect +/-50FPS with single card but Framedrops all over the place in crossfire)
