USB 3.0 and 2.0 no longer working

Recently my employer asked me to take a look at a laptop which was still functioning but didn't have functioning usb ports.

Now after a week of googling, going through online solutions and even contacting the manufacturer, I give up, I can't find a solution for the life of me so maybe some of the brilliant minds on here can help me out.

The laptop, a Diginnos Critea CX, came pre-installed with windows 8. When it made the update from 8 to 8.1 the USB ports stopped working. I have tried using windows updates and driver installs to get the USB to work again, but nothing. I did a clean install of Windows 7, which didn't help at all. The manufacturer then told me that the USB is only compatible with Windows 8, which I can hardly believe. I reinstalled windows 8.1 and still nothing. In the device manager I have deleted the drivers only to let windows reinstall them again. I used driver software to find the right drivers but nothing. I tried removing the battery, holding the power button for 30 seconds, and booted again, didn't work.I have deleted all the ghost drivers, didn't help either.

So to summarize, the integrated USB 3.0 port for the motherboard doesn't work. The custom 2.0 USB chip on the other side of the laptop don't work either. With a mouse the laser doesn't work and the lights of flash drives don't light up.

It's a Pegatron Corporation C15M motherboard with an Intel Bay trail chipset. 4 Gb of Ram 800 mhz. Intel celeron N2840 processor.

Does anybody know a possible fix?

Is it still in warranty? If you've done all those things then you will have "Contact Customer Support, Make a Warranty Claim, or Seek Servicing

If none of these suggestions work, you may have a hardware failure of some sort.

Thank you for responding! The laptop is no longer in warranty, so I could only seek servicing at a specialist. But I doubt they can do anything I can't do. A hardware failure seems highly unlikely since the hardware is being recognized by windows device management. And also, the USB 2.0 ports are under the 3.0 hub in device management. I am wondering if there is a way to make them the primary hub? Because I am pretty sure they are not working because the 3.0 port isn't working... But maybe I am just rambling here.

To answer your question, yes they are. There are no exclamation marks or other errors.
