i7-6700(non k) + GTX 1060 only 15-30 FPS Please Help!

I built my PC a few months ago and for awhile now I've gotten only 15 to 30 FPS in games such as Borderlands 2 where I know I should be getting more. I am running Borderlands 2 at 1080p but even still my frames should not be this low. I've tried everything I could find online and nothing has worked. I have no malware that could be potentially slowing me down. My CPU and GPU are nowhere near 100% usage. Their temperatures are fine too. I don't have a bunch of background things running that are taking away from the game. And I get the same frame rate on any settings. I don't know what to do. This is really my last hope of getting my problem resolved... Please help me out if you can... Oh and all drivers are up to date as well...
 
A few starter questions before others delve in to help troubleshoot.

Full specs of system?

What are you using to monitor fps, component usage and temperature?

Game cache verified? (May even need reinstalling at times.)

Usually the first thing to look at is temperature but confirmation of actual figures will help to eliminate overheating and throttling as a cause.

Thanks for replying so quickly. Here's everything I got, tell me if you need anything else.

Windows 10 Home (x64)
3.40 gigahertz Intel Core i7-6700
NVIDIA GeForce GTX 1060 6GB [Display adapter]
Board: ASUSTeK COMPUTER INC. B150I PRO GAMING/WIFI/AURA Rev X.0x

I am using a combination of MSI Afterburner, Task Manager, and the Steam FPS overlay to monitor things like usage, FPS, and heat.
The hottest my CPU got was 59C and the hottest my GPU got was 64C. 59C isn't particularly cool for a CPU but it's not that hot. And this was after about 35 minutes of gaming to warm them up.
When I did the game cache verification it said that there was one unverified file that will be reacquired.

Wait I take that back, I misread it. My FB usage can get to 69% and my GPU usage can get to 99%. But that's only on loading screens. The rest of the time it's below 60%. With a few random spikes that I can't explain. But my FPS doesn't go from like 150 to 30 and then back to 150. It stays between 20 and 40 pretty much always.

Hmm, maybe I missed it before somehow but my CPU usage seems rather high actually.

Ok, I've done that and nothing has really improved. When I first loaded the game up I got a solid 30 FPS on average for the first two minutes. But then it actually climbed to 100 at one point for about 30 seconds before it proceeded to drop down again to 30 FPS again and stayed there... Almost worked... :(

WOW THANKS! That made a big difference. In a quick test I was getting between 80 and 120 frames the whole time and consistently! Before it was set to power saver mode. Hopefully my frames continue to stay higher like that. I think I'll just manually change the settings when I sleep and before I play because it is a bit noisy but definitely 100% worth it. Thanks again! :))))))))))))))))))))))))))))))))))))))))))))))) You have no idea what a struggle it has been to get this done... You made my day :p Quick question, will running it in High Performance mode effect the lifespan of any of the parts of my PC?

No, it wont affect anything, your parts will become outdated before they start to fail or show any sings of it .You can change to balance mode if you want CPU to lower speed when your PC is idle and not doing anything. I keep High profile all the time since difference in power consumption is minimal and whole system feels snappier.
