GPU or Motherboard?

I have an issue with red blue and green pixels on my screen they are mostly up and down. Also when I open the start menu the buttons seem to glitch out and stretch out almost but I have to move my mouse over an icon. I have switched graphics cards, monitors, cords, and even motherboard pcie slots even reinstalling drivers and windows os. I think it may be the psu considering it is a Rosewill 700w that i have had for
4 years not even bronze certified it could also be a bad mobo? Maybe? I'm not too sure so let me know on what you think I should do before I buy a new psu. (Gpu was not overclock ed at the time this issue occurred. ) Thanks.

How did you make that picture?
If with printscreen function, then that could mean vram corruption/damage.
If with external camera, then that could be faulty cable or monitor.

The VRAM issues looks exactly like mine but I have tried different cards and they are still there even with on-board graphics that isn't the only thing I have switch out. I have tried different Monitors, hdmi cables, graphics cards, hard drives, psus, and ram/switching slots still have the same issue. The only thing I have not changed was the motherboard and cpu because I don't have spares on hand. I also booted into Ubuntu the pixels were there too, making 100% sure that it isn't an software issue. I have even tried motherboards on-board graphics and they were still there. I'm thinking it is the mobo. I don't think a bad cpu would cause visuals on screen if it was bad but let me know what you think.
