Where is the bottleneck?

■ I'll start off with my specs,
Fx-8350 [overclocked to 4.4]
Gtx 960
4x 4gb of g skill ripjaws at 1866 cl9
Motherboard is a gigabyte 990fx
And a 650w psu

Now I just got a new gtx1060 for the gf computer.
It had a i-5 4460? I think
And 2 sticks of 8gb of ram running at 1600

So we started up arma 3 and I noticed she was completely running smoothly. So afters all done i throw the 1060 in my computer with no performance increase. At this point im scratching my head so i run a bunch of benchmarks on both of our computers to figure out my cpu is much better than hers but my ram is getting half the score hers is. So i throw her ram into mine and again the benchmarks stay the same. So now im thinking its the motherboard thats the problem but everywhere i check everyone says that the motherboard is 99% of the time not a bottleneck. So now im just trying to figure out how she got a better benchmark with the same ram that i got half the score in my rig. Any help is appreciated!


PS when i went into the bios i noticed my ram running at 1600 so i switched it to 1866 and it wouldnt post. So i pulled out the two oldest sticks and it posted just fine. Ran a benchmark it was actually slightly better than with the extra ram at 1600. Thought maybe that info might be pertinent

For that CPU, that can be a problem. However, it's not pegged at 100%, so the bottleneck is probably elsewhere.

Use a GPU monitor and do the same thing. (GPU monitor on one screen, game on other. Report the utilization.) If any of the GPU metrics are at 100%, let us know which one(s).

Yes same driver.

And to others, my question is why she is seeing better ram performance? I put her ram into my rig and got the same performance as my so called better ram. She is seeing double the ram performance with slower ram
 
So, you put her RAM in your machine, and there was no change?

That's to be expected. ARMA 3 isn't very dependent on RAM speed.

Regarding your comments on benchmark performance, if you're talking about synthetic benchmarks, be aware that they are mostly irrelevant to gaming.

If you're talking about the in-game benchmark, please clarify. It isn't clear what you're talking about.
 
Performancetest results are largely useless for the purposes of this discussion.

They don't correlate with actual performance in Arma 3. What are the frame rates you actually get in Arma 3 in each of the variations that you've mentioned?

They are:
- Unchanged RAM, Old GPU, Your Computer
- Her Computer, New GPU
- Unchanged RAM, New GPU, Your Computer
- Removed oldest 2 sticks of RAM, OC RAM, New GPU, Your Computer
- Using Her RAM, New GPU, Your Computer

I dont see a performace difference in any three configurations. Its always 20-30 fps very choppy with a lag spike now and then. Its also worth mentioning i get very good performance in almost all other games with some exceptions.

Yes, if anything hers are better. I should clarify on this, this was tested in multiplayer, i get better preformance in single player but i already know this is a known problem with arma.
 
If I had to guess at this point, I would say that the CPU is the weak link.

Do you have two monitors on the AMD machine? If so, run Arma 3 on one screen, and run task manager in the second. If the CPU usage consistently hits 100% during the spikes, it's the CPU. If not, we keep looking.
