CPU temp goes up and down by normal system usage

Hey,
I just got a new PC and I'm trying to get everything done but I have an issue with the CPU Temp and the cooler fan.
When I using normal system usage ( Browser the web, installing programs , trying to open something) the CPU Is getting high in the temperature and the CPU cooler is loading much faster (So I can hear it).

CPU: I7 7700K @4.5Ghz (No OC) - 1.27 vcore.
Cooler : DeepCool ex 240
MotherBoard: gigabyte aorus ga-z270x 5

I ran some tests : (checked the temp by HWmonitor)

IDLE - 30-40C to 50-60C depend if I'm opening something
OCCT - 60 C after 5 min
Prime95 - 60C after 5min
AIDA64 - 70 C-80C after 5 min

I tried to replace the thermal paste which made things worse by ~5c.

Can anyone please help me with this issue?
I don't know what to do next ..

    Assuming a 20'c ambient temp, them temps are pretty normal.

    Yes, The temps are normal, But why the CPU always goes up and down (And even to 60C) on IDLE? Is there anything to do with it?

    Again pretty normal, usually just background services causing the cpu usage to go up and down a little and move between the lower power states.

    Sounds a little high, but if you are only getting 60'c after 5 min on OCCT then I wouldnt be worried.
