My old PC crashed, luckily I saved my APP Data folder which has a copy of the system certificates and Keys folders. In my old pc I encrypted all my family photos on my External Hard drive and now cannot access it. Is there any way to use the system certificates and keys files to access the External Hard Drive. I noticed that I have to export these keys first, before importing to my new pc, unfortunately I cannot log into old PC to export certificates. I am using Windows 7. Can anybody advise a way to export these certificates that were saved or to import them?

Try the solution offered up here: https://social.technet.microsoft.com/Forums/en-US/089f358d-68f1-426c-a6a6-0fa52ad274d3/import-efs-key-directly-from-xp-systemcertificates-folder?forum=w7itprosecurity

However, be advised that if you didn't properly export the keys, and the information at the link above doesn't work, then the contents of any encrypted files are permanently out of your reach. This is why you ALWAYS keep backups of important files in a format that they can be recovered in an emergency.
