Graphics Card dead? GTX 770

So from the picture, it is pretty obvious that this card is dead however is there any extreme measures I could try to fix it?

If the silicon on the main GPU die didn't look damaged, I would say, you may be able to have it re-balled. That would be a reasonably extreme measure, and even something you could do yourself if you had the time, talent, and equipment. However, even if I thought there was a chance of success, I won't recommend it, as that card's value is less than the re-ball procedure will cost you.

I tried a re-balling even with pressure on top of the GPU to try and get minimal contact of the pins but there was no sticking.
