Gtx 1070. i have a question about the clock speeds. please help.

ok so my question is this. how do i set it so my evga gtx 1070 runs at 1500 mhz even without any load. because when i launch up a program like furmark or something the card jumps to around 2000 - 2100 mhz and i can scroll through browser and google and everything without screen tearing but when i close the program the card idles and goes to like 200 mhz and then i get screen tearing . please help

theoretically there should be a way to do it via the nvidia driver because via msi afterburner i don't know if applies the overclock on desktop tasks, that mostly are 2d related but some browsers will use the gpu and the overclock could help

try to install and set msi and set a gpu value and apply it, if the minium is 200mhz force 500 mhz, other than that or the driver

all i can find is edit bios of the gpu, i wouldn't go that route

i know why its goes up n down n such but when the card idles when theres nothing taxing the gpu i get screen tearing but when it is on load i get no tearing. so thats why im asking if i can run card at like 1500 mhz without load needed

thanks for helping me out, will try the msi afterburner thing. im sure i'll be able to fiddle with some things in that. ty
