Constant Blurry Textures In Every Single Game

Hello,
pretty much every single game that I own has a strange blurry / pixelated filter over it. Personally, -graphics are really important in terms of immersion; and I just really need a solution.

-All my drivers are up to date-

I'm also starting to wonder if the issue is hardware related, and If so- what piece of hardware will I have to replace.

Even at max settings, every single game possesses this really ugly blur. Disabling anti-anialising works at ridding this blur- sometimes-. Most of the time however, the game still appears really ugly.

The pictures do not look all that blurry from my end, but compression from the image files may change it from the original. I'd also assume there is some form of AA on, due to the lack of jagged edges.

My first thought is you have FXAA forced on within the Nvidia control panel. FXAA, MLAA, SMAA, TXAA and anything that is or includes any form post process AA is going to cause blur. SSAA will too. You can force AA on with "Antialiasing - mode" and "Antialiasing - Transparency". Try disabling them there. Maybe try MSAA or SSAA on the Transparencies.
