GTX 1050 TI
amd 860k
8gb ddr3 ram

Will I be able to run PLAYERUNKNOWN'S BATTLEGROUNDS at low-middle settings?

I think your CPU is weak.

Steams refund policy might be useful, within 14 days and less than 2 hours of play time. But check that for yourself.

you'll have to try it, the recommended is an FX6300, that's a bit more than what you have, GPU is fine though.
