Fx 8350 locked at 1.4GHz (with Picture)

I just bought this fx 8350, and literally just turned it on (who still uses this chip XD). Anyways, I would go to CPUID to figure out my cpu is locked at 1.4 GHz. What's the deal!? I disabled turbo boost and set the amplifier to 4.0GHz on the bios... but still nothing. Any help would be appreciated. Thanks!

How could I leave that out!> I have the MSI 970 Gaming, and I'm not sure what version it's running. Here's the mainboard tab ::

It's clocked at 1.4GHz in games too. I have a 1070 and I was barely scratching 40 fps on medium in Overwatch, that's how I noticed.
 
It looks like your motherboard supports the 125Watt CPU. Per your screenshot your BIOS version is AMI 22.4. Which is confusing to me since on the MSI support page they list the BIOS versions as M.2, M.3, M.4, etc. I have known CPU-Z to report incorrect information. I would go with Unolocogrinco's suggestions.

Disabled Cool-n-quite, set my pc to high performance, and the cpu is still locked at 1.4GHz.

Should I reset my CMOS?

Which could make his system unstable and he'll start getting random BSOD's.
