I'm looking forward to keeping the gpu for 3 years at least.
Specs
I5 3570
Corsair 600w Bronze+
gtx 580(dead)
10gb ddr3
I'm not even considering the 1070 because I play on 720p.
+ gtx 1060 comes with for honor on newegg

What should I buy? And from which manufacturer?

Solution

1. For 720p60 and 1080p60 the RX 570 is enough.
2. For 1440p gaming (reduced details) the RX 580 will suffice.

Note similar stock performance of RX 580 can be achieved by RX 570 at much lower price just by overclocking. :)
I would recommend to buy the AMD GPU's as of today and also for the additional VRAM since you have a sufficient PSU already just get the above mentioned GPU based on your budget and gameplay resolution. :D

For Manufacturer
Go for...
They all support DX12 and with the latest Nvidia drivers the 580 and 1060 6gb trade wins with different games, however the 1060 is still slightly faster in DX11. The only clear win for the 580 & 480 is Vulkan which I really don't see becoming mainstream anytime soon.

I agree the cheapest with decent cooling is probably the best way of choosing between them.

Go for MSI-XFX-SAPPHIRE-HIS-ASUS (best to better) and avoid Gigabyte & Power color cards.
