I bought a hard copy of this game years ago(PC DVD) but I haven't had the time to install/play it....I installed it just days ago + the latest patch....It works and runs smoothly, I am playing it on my 1080p TV, the game's resolution setting is set to 1080p@60hz, However, The in-game resolution looks 720p to me at best....

Is GTA4 on PC 720p upscaled to 1080p ? It surely doesn't look and feel like 1080p to me....

But seriously .... Im pretty sure that it´s the textures that just doesn´t upscale correct or rather to these "new" resolutions since the game is as old as it is.

Many old games look weird on 1080P.

Apparently it's 640/630p upscaled : https://www.engadget.com/2008/04/29/counting-pixels-gta-iv-runs-at-630p/

EDIT: Correction. This^ article pertains to console, not PC.

Can't find anything for PC other than people "commenting" that it doesn't seem like "true" 1080p.

Might be that it uses a poor/old AA method that does not smooth as well on PC as console for some reason?

Is it possible GO has more AA enabled?

It's possible your TV is displaying 1080, or running in 1080 rather while the game is set for 720 or worse? If your TV is set for 1080 and you have it at 1080 in the game settings you are running 1080. Go isn't as demanding as a game so it's possible you have more details enabled in Go over GTA 4. It's also possible seeing as Go is a newer game it might just look better.
