Run GTA V smoothly

Currently running GTA V on my PC and can't get it to run as smoothly as I'd like. Running the graphics on normal - high settings and still can't get a smooth 60 fps. What can I do? (Should I upgrade anything?)

Asus vg245h 1080p display @ 60 htz

PC Specs:
I3 @ 3.7
Rx 480 Nitro @ 1375
8gb of ram

I'm assuming that's the i3-6100, which is a good CPU, but it will bottleneck an RX 480 in CPU intensive games such as GTA V.

Or of course an i7-6700 or 7700. But an i5 would do okay for now; they just seem to get pushed out after only a couple years and you will need either the newest i5 again or an i7.

Assumed correctly, I was thinking the same thing. Although after changing around the FXAA settings, it's really seemed to make a difference.
