Graphic card throttling due to high temps

Hi - so I'm getting lower than expected performance out of my MSI 1080ti armor edition graphics card due to throttling that goes with hitting my 84c temp target. I was wondering you guys think I can do to lower the temp so that I don't experience throttling. I am using an extremely agressive fan curve in MSI Afterburner but am still getting the high temps.

My EVGA 980ti FTW edition stayed around a max of 79c with an aggressive fan curve. It doesn't help that my cards fans don't go higher than about 2400rpm (my 980ti went up to around 4000)

I only have 1 intake and 1 exhaust fan. Would adding 1 of each make any significant difference?

Also, I've seen pci-e fan cards on amazon. Do you think these would help at all?

maybe a fan on the case bottom blowing cool-ish air up onto the card would help too

maybe a disassembly and reapplying thermal paste - I've read a lot about aggressively applying fresh thermal paste to a card helping decently with themps
